Climate change adaptation and mitigation in Africa, Americas, Asia-Pacific, Europe and the Mediterranean region / European examples and instruments for effective adaptation to climate change

Climate change is greatly affecting water resources in Europe, with projected increases in temperature throughout Europe, increasing precipitation in Northern Europe and decreasing precipitation in Southern Europe. Extreme weather events currently have significant impacts in Europe in multiple economic sectors as well as adverse social and health effects and are expected to increase through climate change. Reduction of snow cover and melting of glaciers will change very quickly the regime of all European rivers.

Europe has some specific policy instruments which can support climate change adaptation such as the UNECE Water Convention, the EU Water Framework and Floods Directives, the European Adaptation Strategy or the Blueprint on the Future of European Waters and the EC’s Natural Water Retention Measures. In addition, most countries have already or are in the process to develop adaptation plans and strategies. However, it remains challenging to apply these general instruments and implement them on the ground in order to decrease vulnerability of water-related sectors and communities. In addition, funding for adaptation is lacking. The session will therefore review good practice examples where the general policy instruments have helped to decrease vulnerability on the ground. This will help to identify success factors, funding opportunities and other relevant lessons learnt. For the EU Member-states, adaptation measures must be introduce in all their Basin Management Plans before December 2015 to be implemented during the next EU planning round 2016 ? 2021.
